To promote the rule of law and standardization in the vape industry, effectively prevent risks in the trade of exported vapes, the China National Tobacco Monopoly Bureau issued the “Guidelines for Promoting the Construction of Quality Assurance Systems for Export vape Products” on July 20, 2023 (hereinafter referred to as the “Guidelines”).

The main contents of the “Guidelines” are as follows:

Firstly, it clarifies that enterprises are the main responsible entities for the construction of quality assurance management systems for export china vape products.

Secondly, it specifies the key elements of the construction of quality assurance management systems for export vape products in China, including quality and safety standards, streamlining process flows, equipping production resources.

Thirdly, it outlines the specific requirements for the construction of quality assurance management systems for export vape products in China.

The “Guidelines” propose that enterprises should establish a comprehensive quality assurance management system that covers all elements, processes, and data, ensuring the effective operation of the system and continuous compliance with relevant laws, regulations, and quality safety requirements throughout the procurement of vape raw materials, vape products in China production, storage, and transportation.

Mandatory national standards for vape products in China are expected to be implemented within the year, which will drive industry consolidation. The progress of regulation is expected to accelerate the overall transition of the emerging tobacco industry from disorder to standardized development.
