China is the primary producer and exporter of vape products, providing over 90% of the world’s vape products.
The State Tobacco Monopoly Administration (STMA) has issued the “Regulations on the Administration of Electronic Cigarettes,” which require China vape manufacturers to demonstrate sufficient production capital and have adequate facilities and equipment that meet established standards. China vape manufacturers must obtain a license.
The overall process is as follows:
- Selecting vape product categories
China vape manufacturers licenses are categorized into the following three types of products:
(1)Electronic cigarette products, including cartridges, devices, and the combined sale of cartridges and devices.
(2)Electronic atomizing materials (e-liquids).
(3)Nicotine for electronic cigarettes.
The applicant selects the product type and declares whether the product is intended for domestic sales or export. Multiple product types can be selected simultaneously, but cross-category selection is not allowed. For example, in a single application, the applicant cannot choose both cartridges and e-liquids.
Additionally, for manufacturing heated tobacco products (HTPs) in China, whether for domestic sales or export, China vape manufacturers must comply with the same licensing requirements as for vape. The China vape manufacturers license application form includes a separate category for HNB devices.
2、Submit the application materials
The following application materials are required to apply for a manufacturing license for electronic cigarette products in China:
（1）Application form
（2）Investor information form
（3）Business license and other relevant licenses
（4）Adequate proof of funds, production and sales information, including balance sheets, income statements, cash flow statements, and production and sales statistics for the past three years.
Required technical equipment-related materials:
（1）Proof of ownership or lease agreement for the production site
（2）Description of the surrounding environment, infrastructure, and investment scale of the production site
（3）Production process and quality management docum
3、To apply for inspection and license approval, the applicant needs to go through the following authorities:
The review organization is the provincial-level tobacco monopoly administration where the applicant’s residence (main place of operation) is located.
The license approval authority is the General Administration of the State Tobacco Monopoly Bureau.
4、China vape manufacturers License Issuance:
If the evaluation, inspections, and compliance assessment are successful, and China vape manufacturers meets all the necessary requirements, the regulatory authority will issue the manufacturing license for electronic cigarettes. The license will specify the authorized scope of manufacturing activities and any additional conditions or restrictions.
